Programme and Project Manager

Multiple locations: UK, South East & Belfast

The Project Manager is accountable for Project Leadership and delivery of a project of NetEx builds delivering c7.5k-10k premises pa £4m-5m capex spend from opportunity assessment through to project closure. The Project Manager will lead an integrated project team who will have collective accountability for delivery of the overall project.

This is directly linked to our customer’s growth agenda, covering HSEQ, programme, quality, cost construction and commissioning.

Responsibilities

* Ensures the adoption of leading HSEQ practices across all aspects of the build delivery as part of our customer’s Zero Harm culture

* Responsible for the leadership and delivery of the project plan consisting of c.10k premises @ £5m pa including robust risk management

* Lead the project planning, build and delivery of a robust network to the agreed specifications.

* Responsible for end-to-end project planning (working with the RPMO) and accountable for leading the project end to end from opportunity assessment through to project closure

* Ensures that the project produces the required deliverables to the agreed standard of quality and within the specified constraints of cost, risk, time and benefit related to the broader NetEx Programme

* Implements and maintains a consistent project management methodology (NetEx Programme Way), ensuring project conforms to NetEx Programme Way & governance, including implementation and embedding of robust programme controls

* Ensures build partner is carrying out appropriate levels of project planning, following NetEx planning standards

* Carries out analysis on the project plan and challenges the build partner plans if they are not appropriately underpinned

* Monitors the programme/projects against milestones and targets and provides status updates to stakeholders

* Manage financial budget of capex spend of £5m pa

* Accountable for managing all aspects of risk, issues, and contingency

* Identifies and manages dependencies with other aspects of the business

* Works with the Build partners to ensure issues and risks are escalated appropriately. Manages escalations where they can or escalates to the Senior Project Manager

* Assures closure of programmes & projects agreed by all parties before signing off

* Develop and deliver collaborative relationships with the NetEx Build Partners including project planning, forecasting, demand & resource planning, delivery with robust supplier performance management

* Manages virtual project teams in a matrix environment

* Embed Continuous Improvement across the programme and work with Partners to drive efficiency of delivery and technical innovation working the Technical Services

* Responsible for Project Earned Value (EV) reporting linked to the Partner payment process to establish and maintain a payment neutral contract

* Responsible for delivery & administration of NEC4 ECC contracts with Partners

* Develop an effective working relationship with internal and external customers and Local Authorities and own complaints and resolution for the regions regarding build delivery works and provide an escalation route for any major customer of LA issues

Required key skills (functional / technical)

Demonstrable experience of project management in a multi-disciplined and commercial environment • Previous experience in Telecommunications and/or infrastructure companies

Demonstrable understanding of networks, civils & cabling build, contract management and project management

Preferred experience of managing Telecommunications works within the public highway, including excavation, reinstatement, cabling, splicing & electrical works

Knowledge and demonstrable experience of project planning processes, techniques, and methodologies

Developed and proven stakeholder management, negotiation, and conflict management skills

Owns and resolves escalated project and programme issues

Ability to understand and manage multiple risks – dealing with uncertainty, whilst being proactive and forward-looking

In depth knowledge of strategic business objectives, drivers, and complex organisational designs

Leading successful infrastructure programmes & project

Detailed understanding and experience of working with NEC4 contracts

Managing programme finances and budgets

Leading Programme Delivery teams and implementation of Programme Controls

Value Engineering & ECI including Continuous Improvement

Required critical behaviours

Understanding of management and mitigation of commercial risks

Ability to deliver capex programmes to budget

Required Qualifications/Experience

* Degree qualified (MSc or MBA preferred)

* Non degree holder should have a demonstrable record of success with extensive experience in similar roles

* APM (P) & MSP Practitioner

* New Roads and Street Works Act (NRSWA) qualifications

* 4+ years’ experience delivering infrastructure programmes (preferably telco but not essential)

* Extensive experience of enterprise programme planning tools

* Current driving licence
